自1978年以来，党中央、国务院和各级地方政府陆续出台离退休老干部相关政策。《关于建立老干部退休制度的决定》的颁布具有划时代历史意义，它标志离退休老干部制度的建立，实现政治血液的新老交替。很多老干部退休以后，虽然怀有强烈地为国效力、参与政治生活意愿，但由于年龄、身体、社会等原因，缩小了他们为国效力的渠道。离退休制度建立之后，中央建立健全的老干部相关政策，使得他们通过参加巡视工作、投身智库工作、参与各级宣讲团队等方式承担政治任务、履行政治义务，为党和国家的建设发挥余热、增光添彩。 当前，如何更好地发挥老干部 “三大优势”，如何让老干部更好地参与党和国家政治生活，如何让老干部更好地成为政治的“传帮带”已经成为新时代老干部工作的一个重要组成部分。十八大以后，党和政府一方面积极鼓励老干部参与政治生活，使其保持退休不褪色的精神风貌，另一方面也为其参加党内组织生活创造了更加便利的条件。老干部参与政治生活的方式逐渐多元化，在深度、广度上不但都有了新的延伸，取得了非常好的效果，而且获得了他们的高度认可。 本文从老干部发展历程谈起，讲述了老干部工作机构组成及职能、老干部参与政治生活的方式、老干部工作发展方向等内容。首先分析离退休老干部制度的建立和发展情况，梳理重要制度文件内容。通过问卷调查的形式，对离退休老干部参与党和国家政治生活现状进行了调查，并对调查结论进行整理分析。通过对现状的分析，提出一些建议，包括国家继续修订完善离退休老干部相关政策，不断加强政策扶持力度，加强保障机制；实现离退休老干部服务管理的社会化对接，改变单一的以政府为主力的服务管理模式，增加社区依托；不断加强离退休党支部建设；打通平台之间的信息共享，整合离退休老干部资源，建立资源库,实现离退休老干部资源利用的最大化；丰富离退休老干部政治生活方式等。
