工程建设项目审批制度改革是我国政府在改革开放新的历史机遇期做出的重要决定,也是当前优化营商环境的必经环节、推进政府职能转变的关键步骤和进一步深化“放管服”改革的重要组成部分。2018年3月以来,为加强首都“四个中心”功能建设,全面推进北京城市总体规划实施,北京市聚焦建设项目施工许可等重点环节,相继推出了深化工程建设项目审批制度改革的一系列措施。 本文主要运用文献研究法、实地调研法、案例分析法、比较研究法等,全面梳理了北京市工程建设项目审批制度发展和改革历程;详细介绍了当前北京市改革的现状和成效,归纳了工程建设项目审批制度“北京模式”的总体思路和主要特点;同时,重点剖析了北京市改革存在的主要问题及其深层次原因;在广泛调研国内外部分城市的相关建设和改革实践的基础上,总结出一些切实可行的值得借鉴的经验。通过深入探讨“多规合一”背景下如何提高北京市工程建设项目审批的效能等问题,力求找到破解改革瓶颈的途径、策略和措施,为北京市乃至全国深化改革工作提供决策参考。 本文通过概括和提炼2013年以来北京乃至全国的改革实践,指明了当前工程建设项目审批制度改革处于2.0版的发展阶段,最终会演进到3.0版的发展趋势。进而总结出深化改革的路径及策略:一是正视不同国情的差异,建立有中国特色的工程建设项目审批制度;二是厘清政府与市场的边界,发挥市场的资源配置作用;三是注重制度框架顶层设计,“自上而下”与“自下而上”改革相结合;四是坚持“以人民为中心”执政理念,让大众享受到改革成果;五是实现“许可管理”向“信用管理”转变,拓展改革广度和深度。最后,本文对北京市深化改革工作提出有针对性的对策建议:一是健全工程建设项目审批制度框架,加快构建地方性法规政策和技术标准体系;二是全面推行责任规划师制度,完善专家咨询和公众参与长效机制;三是加快“多规合一”基础数据共享平台建设,完善项目策划生成机制;四是完善市区两级审批管理体系,确保权责明晰、阳光高效;五是完善建设项目全过程监督机制,内外联动填补管理真空。
The reform of the examination and approval system of construction projects is an important decision made by the Chinese government in the new historical opportunity period of reform and opening up. It is also a necessary link to optimize the business environment, a key step to promote the transformation of government functions and an important part of further deepening the reform of "Decentralization, Administration and Service " at present. Since March 2018, in order to strengthen the functional construction of the "Four Centers" in the capital and and comprehensively promote the implementation of Beijing's urban master plan, Beijing has focused on key segments such as construction permits for construction projects, and has successively launched a series of measures to deepen the reform of examination and approval system of construction projects. This paper mainly uses the literature research method, field research method, case analysis method, comparative research method, etc., to concisely expound the basic concepts and theories related to the reform of the examination and approval system of construction projects, and makes a systematic discussion on the theory of "multiple planning integration" with Chinese characteristics, comprehensively combs the development and reform process of the examination and approval system of construction projects in Beijing, detailed introduces the situation and result of Beijing’s reform, summarizes the overall thought and main features of "Beijing Model" in the reform of the examination and approval system of construction projects. Meanwhile, it emphatically analyzes the main problems and deep-seated reasons of Beijing's reform, on the basis of wide-ranging investigation and research on the construction and reform practice of examination and approval system of construction projects of some cities at home and abroad, summarizing some practical experience worth learning. Through in-depth discussion in how to improve the efficiency in Beijing’s approval of construction projects under "multiple planning integration", it strives to find ways, strategies and measures to break the bottleneck of reform, and provides decision-making reference for Beijing and even the country's deepening reform. By summarizing and refining the reform practice in Beijing and even the whole country since 2013, this paper indicates that the current reform of the examination and approval system of construction projects is in the development stage of version 2.0, and will eventually evolve to the development stage of version 3.0. Then it summarizes the ways and strategies to deepen the reform of China's examination and approval system of construction projects: First, face up to the differences of different national conditions, and establish the examination and approval system of construction projects with Chinese characteristics. Second, pay attention to top-level design of institutional framework, combine "from top to bottom" reform with "from bottom to top" reform. Third, clarify the boundary between the government and the market, and give full play to the market’s role in resource allocation. Fourth, to realize the transformation from "licensing management" to "credit management", and to expand the range and depth of reform. Finally, this paper puts forward some targeted countermeasures and suggestions for Beijing's deepening reform work: First, improve the framework of the examination and approval system of construction projects and accelerate the construction of local system of laws, regulations, policies and technical standards. Second, improve the urban two-level approval management system to ensure powers and responsibilities are clear and efficient. Third, uphold the "people-centered" ruling idea, and the public can enjoy the result of reform. Fourth, speed up the construction of "multiple planning integration" basic data sharing platform, and perfect the generation mechanism of project planning. Fifth, improve the supervision mechanism for the whole process of construction projects, and fill the management vacuum through internal and external linkages.
