街道设计导则编制与管理实施机制探索:以北京朝阳为例

摘要

街道是城市使用率最高、覆盖使用人群最多的公共空间之一,其设计优劣直接决定着一个城市的品质,因此如何对街道设计进行有效管控历来是许多国内外政府部门高度重视的问题。长期以来许多城市在此领域不断探索,理论创新与制度变革层出无穷。本研究基于国内街道设计导则编制方兴未艾和街道设计与管理精细化转型大背景,针对国内街道设计与管理实施工作中出现的设计成果与管理实践脱节、管控体系杂乱、治理手段简单化等问题,以北京朝阳区街道设计导则编制及管理实施为实证对象,分析总结了街道设计导则编制方法与管理实施机制建设的重点难点、经验做法与优化建议。 论文一方面对国内外街道设计理论导向与设计管控的演进过程进行了归纳梳理。选取纽约、伦敦、阿布扎比和上海这四个街道设计导则编制较早的城市为例,通过比较分析其街道设计导则成果,从导则编制的目标与作用、组织架构、整体运作程序、管控体系与表达方式四个模块总结各导则的普遍做法与优点,为国内其他城市街道设计导则编制提供经验借鉴。 另一方面,论文以北京市《朝阳区街道设计导则》(以下简称《朝阳导则》)及其指引下的相关街道整治项目为研究对象,提炼《朝阳导则》的编制方法与编制要点,总结了当前北京市街道设计导则的发展背景、编制流程、体系架构、管控层级与重点指引内容等。同时,论文针对导则的管理实施机制展开进一步探讨,提出“一个平台搭建、五项实施措施”的机制与手段体系,并结合朝阳区街道管理实践和实际整治项目,明确了当下朝阳区街道改造整治的重点行动领域。 最后,论文依据上述理念导向研究、国际对比研究以及实证分析的结论,梳理国内街道设计与管控实践面临的关键问题,总结街道设计导则项目编制和实施过程中的经验得失,以期为未来我国城市的街道设计管理与空间品质提升工作提供途径参考。

Street is one of the public spaces with the highest utilization rate and the largest number of users in a city. Its design quality directly determines the quality of a city. Therefore, domestic and foreign government management departments attach great importance to the problem of how to effectively control street design. Many cities have been exploring in this field for a long time, with continuous theoretical innovation and system reform. Based on the background that the compilation of street design guidelines is in ascendant in China and the huge transformation of street design and management, this research aims at addressing problems such as the disconnection between design results and management practice, the disorder of management and control system, as well as the simplification of governance methods in the implementation of street design and management. This paper takes the formulation and management implementation of Beijing Chaoyang District Street Design Guidelines as the empirical object, analyzes the key difficulties, summarizes experience from two perspectives of street design guidelines formulation methods and management implementation mechanism construction, and puts forward optimization suggestion. On the one hand, this paper summarizes the evolution process of street design theory and control theories at home and abroad. Four cities (New York, London, Abu Dhabi and Shanghai), which are the first to compile and explore the guidelines, are selected to compare and analyze the results of street design guidelines, the objectives and functions, the organizational structure and the overall operational procedures. Common practices and advantages from the four modules are summarized so as to provide experience for the preparation of street design guidelines in other domestic cities. On the other hand, taking Chaoyang District Street Design Guidelines (hereinafter referred to as the Chaoyang Guidelines) and some related street renovation projects as empirical cases, this paper refines the formulation methods of Chaoyang Guidelines, including the development background of Beijing’ street design guideline, Chaoyang Guidelines’ system composition, compilation process, preparation work, system structure, management and control levels and key contents. At the same time, the paper further discusses the management implementation mechanism of the guidelines, puts forward the mechanism and means of "one platform and five implementation measures", and identifies the key action areas of Chaoyang District Street renovation based on the management practice and actual renovation projects in Chaoyang District. Finally, based on the above concept-oriented research, international comparative research and empirical research, this paper sorts out the key problems faced by domestic street design and management practice, and summarizes the experience gained and lost in the process of preparing and implementing the empirical projects, in order to provide reference for future street design control and spatial quality improvement in China.
