摘要

生活垃圾产量迅速增加成为制约我国生态文明建设的难题,解决难题主要思路是建立规范有效的垃圾分类模式。在互联网时代,我国将“互联网+”视为建立一套规范有效的垃圾分类新模式的重要手段。当前“互联网+”垃圾分类存在着发展方向不明确、政策体系亟待完善和可持续发展存疑等问题。本文选题的意义,是通过“互联网+”与“两网融合”相结合的垃圾分类新模式的设计方案和试点实践的研究,对我国构建规划有效的垃圾分类模式,提供富有价值的思路和建议。本文分析了传统垃圾分类模式所存在的系统问题和局部问题,归纳总结行业中存在的“互联网+”解决方案,经研究发现当前“互联网+”只能解决垃圾分类缺乏动力和缺乏引导等局部问题。针对缺乏整体规划等系统问题,本文设计了一套垃圾分类新模式。这套垃圾分类新模式将回收体系和环卫体系的相互衔接与协作,同时融合“互联网+”解决方案的优势。这种新模式能够从根本上解决传统垃圾分类模式存在的系统问题和局部问题,为垃圾分类提供了新的研究方向和发展思路。J企业对这套垃圾分类新模式进行了较多具体的实践。通过对J企业在合肥市B区试点项目研究,发现试点项目在垃圾分类的行为激励和分类引导等方面取得了较好的进展,证实了新模式的设计可行。同时在试点项目中发现注册后使用率为65.61%,说明垃圾分类的意识、习惯和动力仍需长期培育。通过试点研究发现,目前靠居民在垃圾分类自主投递的“一次分类”,难以在短期内实现国家规定35%的垃圾回收利用率,验证了这套新模式设计“二次分类”和“三次分类”功能的必要性。通过分析项目2018年为期一年的财务情况,本文发现试点项目的成本为1586万元,其中56.12%为人工成本,而人工成本中40.8%来自中端环节的人工分拣。项目收益为2049万元,利润率为22.6%,其中1971万元来自政府财政拨款,占比96.17%。试点项目说明这套新模式在短期内仍主要依赖于财政投入。论文为这套新模式实现长期经营,从开拓收益、管控成本、优化财政支持等方面给出了建议。

The rapid growth of municipal solid waste (MSW) has become a major problem, restricting the development of ecological civilization in China. The main solution to this problem would be the establishment of effective garbage classification mode. In the era of Internet, China regards "Internet Plus" as an important means to construct an effective garbage classification system. However, there exist problems concerning the “Internet Plus” garbage classification, such as the lack of the specific orientation of development, the urgent need to perfect the policy system, and the uncertainty of the sustainability. This paper is meant to do some research into the design and pilot practice of the new mode of garbage classification which combines “Internet Plus” and “Dual-network Combination”, in order to figure out some valuable thought and recommendations for the planning and establishment of effective garbage classification mode.This paper analyzed system problems and local issues of traditional garbage classification mode, and studied and summarized the existing “Internet Plus” solutions in this sector. The research revealed that the current “Internet Plus” can only handle local issues of garbage classification like the lack of motivation and guidance. To tackle system problems, for example the lack of overall planning, this paper designed a new garbage classification mode. This new mode is the interconnection and collaboration of recycling system and sanitation system with the absorption of the advantages of “Internet Plus” solution. This new mode, which can tackle system problems and local issues of traditional garbage classification mode fundamentally, offers new research direction and development ideas for garbage classification. Enterprise J has had a lot of specific practices regarding this new garbage classification mode. The research into the pilot project carried out by Enterprise J in B district, Hefei revealed that this project can make contribution to behavior stimulation and classified guidance of garbage classification. This demonstrated that the new mode is feasible. Besides, the percentage of usage after the registration was 65.61%, which means residents’ concept, habit and motivation of garbage classification still need long-term cultivation. What’s more, it is found out that it is hard to achieve the garbage recycling rate 35% as required by the government in the short term if there was only the “primary classification” of residents in their participation of garbage classification and autonomous delivery. This verifies the necessity of designing “secondary classification” and “triplicate classification” in this new mode. The analysis of financial conditions of this project in the year 2018 showed that the total cost of the pilot project was 15.86 million RMB, of which 56.12% was labor cost; 40.80% of the labor cost came from the manual sorting system in the intermediate stage; the income of the project was 20.49 million RMB, and the profit margin was 22.6%, in which 19.71 million RMB came from government funds, accounting for 96.17%. The pilot project demonstrated that the new mode mainly relies on government funding in the short run. Then this paper provided optimization recommendations from the perspectives of the augment of the income, the monitoring of the cost, and the improvement of the financial support to help this new garbage classification mode to attain the long-term operation.
