摘要

财务共享服务中心(Financial Shared Service Center,简称FSSC),是近年从大型集团企业财务发起的新的财务管理模式,是以标准化、规范化的业务流程和自动化的信息系统作为支持,通过财务共享服务平台对分布在不同区域的会计核算、财务报告、数据处理等工作进行整合处理,通过加强企业标准化管理、增强企业规范和内控、优化企业组织结构来降低运营成本、提升管理效率,为传统财务向价值财务转型奠定基础,最终实现为企业创造价值的目的。本文从对财务共享中心模式的研究分析入手,通过对风电企业金风科技建设和运营集团财务共享中心的案例讨论,从财务共享中心的目标和规划、组织人员、流程和制度规范、信息化建设、运营管理等方面总结了金风财务共享中心的实践经验,回顾了在建设、运营过程中遇到的挑战和应对措施,对财务共享中心未来的发展方向和目标进行了规划,期望通过财务共享中心的持续运营,为金风科技财务系统由传统财务向业务财务一体化的价值财务转型奠定坚实基础。金风科技集团财务共享中心从立项、建设运营至今经历了近5年的过程,已经进入了稳定运营期。但是随着企业发展,财务管理要求提高,以及数字化转型推进,财务共享中心的发展运营仍然需要不断完善和进步。作为集团财务共享中心的负责人,谨以此文粗浅论述对集团财务共享中心建设运营的感悟和规划,敬请老师指正。

The Financial Shared Service Center (FSSC) is a new financial management model initiated by large group companies in recent years. It is supported by standardized and normalized business processes and automated information systems. Through enhancing enterprise norms and internal controls, optimizing corporate organizational structure, reducing financial operating costs, improving management efficiency to make the foundation of transforming from traditional financial to value added financial and ultimately achieve the purpose of creating value. This paper starts with the analysis of the advantages and disadvantages of the financial sharing center model, through the case discussion of the wind power enterprise Goldwind Technology's most construction and operation group financial sharing center, from the financial sharing center's goals and planning, organization of personnel, processes and institutional norms, The information construction and operation management methods summarized the construction and operation experience of Goldwind Financial Sharing Center, reviewed the challenges and countermeasures encountered in the construction and operation process, and discussed the future development plans and objectives of the Financial Sharing Center. It is expected that through the operation of the Financial Sharing Center, it will make a solid foundation for the transformation from the traditional financial and value added financial integration in Goldwind Technology Group.The construction and operation of Goldwind Technology Group Financial Sharing Center has experienced nearly five years, encountering many difficulties and challenges, and summing up some practical experience. With the development of enterprises, the financial management requirements are improved, the management process optimization, standardization as well as the digital transformation of enterprises, the operation of the financial sharing center still needs to be continuously improved. As the person in charge of the construction and management of the Group's financial sharing center, I would like to share my opinions and experience of the construction and operation of FSSC. I am sincerely expecting the instructions and feedback from professors.
