目前,电网公司配电网的规划运行水平及投资决策效率较低,数据可视化、流程规范化、业务自动化和管理精益化水平较弱,严重制约着配电网的精益化发展,迫切需要针对配电网建设开展“规划—可研—设计—投资决策”全流程精细化规划、精准投资和运行优化,为电网企业电网规划建设以及全业务流程过程管理提供科学合理的投资决策。因此,开展“基于多源信息融合的配电网规划设计和投资决策研究”具有十分重要的意义。 本文以陕西省地方电力集团公司配电网信息平台建设以及电网规划设计和投资决策为基础,从全业务流程和一体化平台两方面展开研究。 首先从目前信息化系统的功能局限性、“信息化孤岛”现象、电气计算软件及规划设计辅助软件的基础数据及运行数据支撑应用、跨系统的数据融合和应用支撑等方面存在的问题入手,开展规划设计及投资决策的数据需求分析,提出面向高中压配电网、基于营调配数据融合的配电网运行可视化系统综合数据可视化应用需求。 其次开展配电网多源信息融合数据需求分析,提出基于大数据平台的配电网多源信息融合方案以及基于开源Hadoop的配电网规划大数据平台的技术方案、总体架构及可视化应用数据模型。 最后,结合配电网规划设计和投资控制现状,针对配电网规划设计和投资控制的新要求,提出面向配电网规划-设计-运行-投资决策全生命周期管理的规划设计及投资决策体化平台的建设方案,并于陕西省泾阳县供电分公司所辖配电网开展了示范应用及效果评价。 本文利用信息化手段提高配电网规划设计工作效率,利用全面准确的多源信息融合技术促进配电网规划设计的合理性和科学性,利用规划设计及投资决策平台有效提升规划设计综合应用及投资控制评价水平,为推进精准化规划模式、体现多层次多维度的电网建设发展需求、实现配电网全业务流程的信息融合和共享提供了有效的技术支撑手段,为电网公司配电网规划设计及投资决策一体化平台的构建提供了一定参考。
At present, the level of the companv’s distribution network planning of power grid and the investment decision-making efficiency is low, data visualization, process standardization, automation of business and management level of the lean weaker, severely restricts the distribution network of the lean development, the urgent need for distribution network construction to carry out the "planning a feasibility study, design investment decision-making" the whole process of fine precision planning, investment and operation optimization, power grid planning and construction for power grid enterprise and the whole process of business process management to provide scientific and rational investment decisions. Therefore, it is of great significance to carry out "research on the planning, design and investment decision of distribution network based on multi-source information fusion". Based on the construction of distribution network information platform as well as the planning and design of power network and investment decision of shaanxi provincial local power group corporation, this paper studies the whole business process and integrated platform. First of all, from the current information system functional limitations, "information island" phenomenon, electrical calculation software and design the basic data and operation data of auxiliary software support, cross-system data fusion and application support problems existing in the aspects of planning and design and investment decision-making data demand analysis, put forward for high voltage distribution network, the deployment of data fusion based on camp visualization system for distribution network operation of the integrated data visualization application requirements. Secondly, the demand analysis of multi-source information fusion data of distribution network is carried out, and the multi-source information fusion scheme of distribution network based on big data platform and the technical scheme, overall architecture and visual application data model of distribution network planning big data platform based on open source Hadoop are proposed. Finally, combining with the distribution network planning and design and the status quo of the investment control, new requirements for distribution network design and investment control, is put forward for distribution network planning-design-run-investment decision-making to the planning and design of the whole life cycle management and investment decision-making body platform construction scheme, and to reduce the distribution network in jingyang county in shaanxi province power supply branch exhibition demonstrating the application and effect assessment. By using information technology means to improve the efficiency of power distribution network planning and design work, using the full and accurate multi-source information fusion technology for distribution network planning and design of the rationality and scientific nature, the use of planning and investment decision-making platform effectively raise the overall application of planning and design, and the evaluation of the investment control level, to promote accurate planning model and multi-level multi-dimensional grid construction development demand, realize the power of the whole business process information integration and sharing provides an effective means of technical support, distribution network planning and design for power grid company and the formation of the investment decision-making integration platform provides a certain reference.
