摘要

随着全球市场一体化、信息化进程加快,基本建设工程的建设管理理念发生了非常大的变革,这些变革深刻地影响着整个基建行业的发展。体育场馆及其附属设施的建设项目是基建项目中一个特殊的分支,在我国竞技体育和全民健身事业发展中承担着重要使命。近二十年来,伴随着我国基建工程投资力度加大,许多体育场馆相继落成,特别是2008年北京奥运会成功举办以来,各种现代化的新型管理模式和管理理念被陆续应用在了体育场馆的基本建设项目之中。但很多项目最后实现的效果却并不符合其建设的初衷。 体育场馆基建项目管理是个复杂过程,为使其适应信息化时代的管理需求,需要对其进行顶层设计,建立体育场馆基建工程项目的参考体系架构,对各种管理模式的功能、结构、流程进行建模。基于以上需求,本文在对我国现有基本建设项目的管理模式进行综述和分析的基础上,着重讨论体育场馆建设的特殊性和容易发生的问题,对比总结体育场馆基建项目主流的几种管理模式优缺点,并使用MBSE(基于模型的系统工程)的架构和方法对其进行建模并给出了主流基建项目管理模式的IDEF0参考模型。 同时,为在实现建设目标的同时提高效率、节省成本,从而促进我国体育事业的发展,得到更好的社会效益,在工程项目开展之前选择合适的项目管理模式,也已经成为一个亟待解决的问题。本文在对体育场馆基建项目体系架构建模的基础上,使用基于层次分析构权的模糊综合评价方法建立了基建管理模式的评价模型,为体育场馆基建项目的管理模式优化选择提供理论依据。最后以北京射击场的实际工程项目为例进行分析,结合模型和分析结果对我国未来体育场馆基建项目的管理模式提出可行的建议。

With the integration of the global market and the acceleration of the informationization process, the construction management concept of infrastructure construction projects has undergone tremendous changes. These changes have profoundly affected the development of the entire construction industry. The construction of sports venues and their ancillary facilities is a special branch of the capital construction project and plays an important role in the development of competitive sports and national fitness in China. In the past two decades, with the increase of investment in infrastructure projects in China, many sports venues have been completed. Especially since the successful hosting of the 2008 Beijing Olympic Games, various modern management modes and management concepts have been applied to the basics of sports venues. Among the construction projects. However, the final effect of many projects is not in line with the original intention of its construction. The management of sports venue construction projects is a complex process. In order to adapt to the management needs of the information age, it is necessary to carry out the top-level design, establish the reference architecture of the sports venue construction projects, and carry out the functions, structures and processes of various management modes. Modeling. Based on the review and analysis of the management mode of China's existing capital construction projects, this paper focuses on the particularity of the sports venue construction and the problems that are easy to occur, and compares the advantages and disadvantages of several management modes of the stadium infrastructure projects. The architecture and method of MBSE (Model-Based System Engineering) model it and give the IDEF0 reference model of the mainstream infrastructure project management model. At the same time, in order to improve efficiency and save costs while achieving construction goals, thereby promoting the development of sports in China and obtaining better social benefits, it has become an urgent problem to select an appropriate project management model before the project is launched.In this paper,the FCE(fuzzy comprehensive evaluation) method based on AHP weighting is used to establish the evaluation model of infrastructure management mode, which provides a theoretical basis for the optimization of management mode of stadium infrastructure projects. Finally, the actual project of the Beijing shooting range is taken as an example for analysis. Combined with the model and analysis results, feasible suggestions for the management mode of the future stadium infrastructure projects in China are proposed.
