抗日战争时期，地处西北边陲的新疆虽未受到战火侵扰，但它作为抗战的重要后方基地和国际援华物资的交通要道，却有着极其重要的战略地位。抗战前期，新疆的实际统治者盛世才在苏联的影响下确立以“反帝”为主要内容的对外政策，并在新疆开展了以动员民众支援抗战为主要目的抗战宣传活动，当时新疆发行规模最大的大众媒体《新疆日报》自然也就承担起了向全疆各族民众宣传抗战救国理念和动员各族民众捐款捐物的历史使命。本文使用媒介社会学的研究范式和解释性的研究视角，将《新疆日报》及其所开展的抗战宣传动员还原到媒介史和传播史的研究框架之下，在从宏观上层面分析抗战时期新疆各方政治势力的博弈对《新疆日报》抗战宣传动员所造成的影响的同时，也将从微观层面对《新疆日报》抗战宣传动员的策略与技巧进行梳理。创刊于1935年12月3日的《新疆日报》，是盛世才统治新疆期间所建立的一体化宣传体制中最重要的宣传工具。由于盛世才的高度重视，这一时期的《新疆日报》在办报条件、办报规模和办报质量等方面都有了较大的发展。与此同时，受抗战前期新疆“亲苏联共”政治格局的影响，盛世才不仅把“抗战宣传”融入到 “反帝”的宣传话语体系之中，而且也在“反帝”与“抗战”的宣传中加入了大量“亲苏宣传”的内容，从而使得新疆地区的抗战宣传动员表现出与国民党中央政府不一样的边疆特色。受苏联“联蒋抗日”政策的影响，抗战前期的盛世才在“反帝”与“抗日”的态度上有着异常坚定的态度，与之相对应，这一时期新疆的抗战宣传动员活动也达到了最高潮的状态。本文就以抗战前期《新疆日报》所开展的“支援绥远抗战”和“募集寒衣献金运动”为例，重点分析报纸在抗战宣传动员方面所采取的策略与技巧。

During the Anti-Japanese War,Xinjiang which was located in the northwest of China was not affected by the war,but it has very important strategic position,because it was China’s strategical bases and traffic line through which the international aid supplieses could be transported to China.At the beginning of the Anti-Japanese War,Shengshicai who was the ruler of Xinjiang at that time established the foreign policy of Anti-Japanese Imperialism under the influence of the Soviet Union.At the same time,he launched the propaganda campaign of Anti-Japanese,the Xinjiang Daily which was the biggest mass media in Xinjiang undertook the task of mobilizing people in Xinjiang to support the Anti-Japanese War.This paper take the research paradigm of media sociology and research perspectives of explanatory,not only study the influence of the games of different political forces in Xinjiang on the propaganda campaign of Anti-Japanese in the Xinjiang Daily,but also analyze the strategies and skills of the propaganda campaign of Anti-Japanese in the Xinjiang Daily.The Xinjiang Daily,which is founded on the 3rd December in 1935,was Shengshicai’s most important propaganda tool.Because Shengshicai attached great importance to propaganda , the Xinjiang Daily made great development in its condition,running size and paper quality. Under the influence of the Soviet Union ,Shengshicai also increase the content of pro-Soviet Uinion in his propaganda of Anti-Japanese, which make Xinjiang’s the propaganda campaign of Anti-Japanese different from the kuomintang government.Under the influence of the Soviet Union policy of cooperatting with Chiang kai-shek for anti- Japanese Shengshicai had firm attitude on anti- Japanese and at the early period of the anti-Japanese war,. And at the same time,Shengshicai’s propaganda campaign of Anti-Japanese also reached its climax.This paper will take the propaganda campaign of supporting Suiyuan Province and raising winter clothing and money for the Warrior on the battlefield of anti-Japanese as examples ,mainly analyze the strategies and skills of the propaganda of Anti-Japanese and the mobilizing people to surport the Anti-Japanese War in the Xinjiang Daily.
