在文化自信越来越被重视的今天，泰山作为中国传统文化的载体，已经成为中华民族的精神寄托。泰安城因山而置，可谓泰山之城，对泰安城规划的研究实质上是关于泰山之城规划的研究，因此充分挖掘泰山及其文化在不同空间尺度上对城市发展的影响和特别价值。论文以泰安城作为研究对象，探讨泰山文化影响下的泰南区域格局和泰安城的发展规律。研究内容主要分为以下几个部分：第一，以泰山为枢纽的区域文化研究。在区域山水的自然基底上，泰山具有独一无二的文化价值，作为中华文明的发源地之一，这里成为区域文化交流融合的枢纽，在泰山以南区域形成了依托道路交通，由泰安、曲阜、邹城三个历史文化名城和众多文化遗产组成的泰南文化区。论文从文化视角提出区域协调发展战略，依托泰南区域文化资源，建设泰山-儒家文化研究展示基地、国家文化创新示范区和世界文化交流平台，构建泰南区域文化线路、汶泗文明带和六大历史文化片区。第二，以泰山为核心的泰城发展研究。首先梳理了泰安城市的历史沿革和已有规划，结合历史文化遗存现状，总结出泰安城市历史文化保护工作中，对城市的文化特色认识不足、忽视对自然遗产的保护和城市规划缺乏文化指导的问题。从国家、区域、泰山文化层面发掘泰安城市文化的价值。结合现状问题和文化价值，提出泰城发展协调区域战略、保护城市总体自然环境、梳理文化理念指导科学合理规划的发展策略。第三，以泰山为依托的古城格局研究。通过泰安古城城址变迁，从古城山-水-城-庙格局关系、古城空间轴线和古城道路布局三个方面总结泰安古城的特征。分析泰安古城面临山城分离、古城风貌特色消失、古城文物古迹保护力度不足的现状问题，提炼古城价值，从保护、优化和展示三个方面提出古城文化发展策略。

With ‘cultural confidence’ becoming an emphasized topic in our country, Mount Taishan, a long-acknowledged carrier of Chinese traditional culture, is being recognized as a spiritual sustenance for the Chinese nation. Tai’an city, set up nestling under Mount Taishan, is naturally perceived as ‘the city of Mount Taishan’. We can say that the research into Tai’an city’s planning is the research into the planning of the city of Mount Taishan. Thus, proposing development strategy basing on a full understanding of Mount Taishan culture and its influence upon urban development, is the initial objective of this research. Taking Tai’an city as an objective of study, the research probes into the regional space structure and development pattern under the influence of Mount Taishan. The research consists of the following three parts: First, the research of regional culture with the Mount Taishan as its pivot. Since long time ago Mount Taishan’s unique cultural value and its status as one of the Chinese civilization’s places of origins had made it a confluence place of flows of different regional cultures. In the region south to the mountain, a sufficient transportation system was developed, with the three historical cultural cities, Tai’an, Qufu, and Zoucheng, and several cultural heritages, forming the regional cultural axis. With the support of the cultural resources, the south Tai region should be built to be a major research base of Tai-Confucian culture, a demonstration area of national cultural renovation, and a communication platform for world culture. The research puts forward a development strategy of ‘one axis, two belts, six essential areas’, stredsing the construction of south Tai regional cultural axis, Wensi cultural belt and six historical cultural regions. Second, the research of the development of Tai’an city with an emphasis of Mount Taishan’s role. The research inspects the history of Tai’an city and existing urban planning schemes, pointing out several problems that emerge in the historical protection of Tai’an city. These problems include an incomplete understanding of the city’s cultural characteristic, neglecting of necessary preservation and inadequacy of urban planning guidelines. Tai’an city’s cultural value is explored through aspects: the nation, the region, and the Mount Taishan culture.Third, the research of the space structure of the historical city under Mount Taishan’s influence. With a study of the transition process of Tai’an city’s location, the features of the historical city of Tai’an is summed up in three aspects: the mountain-water-city-temple spatial pattern, the historical space axis, and the layout of the historical road system. The research analyzes the current problems faced by the historical city, such as the possibility of separation from the mountain, the gradual loss of its historical appearance, and the insufficiency preservation of historic relics. All in all, the value of the historical city is summarized and cultural development strategy is proposed regarding preservation, optimization and demonstration.
