近年来，社交媒体中虚假新闻泛滥，西方公众对主流媒体的信任度降低，全球进入情感优先于理性的“后真相”时代，事实核查新闻在社交媒体和“后真相”的双重时代背景下兴起。在我国，社交媒体中的虚假新闻现象同样严重，但事实核查新闻尚处于起步阶段，本文通过对国外事实核查机制的研究，为我国建立长期有效的事实核查机制提供政策建议。本文通过文献研究和案例分析对全球156家活跃的事实核查机构开展研究，在此基础上对比分析欧美发达国家与发展中国家的事实核查机制与特点。本文还选取美国两家具有代表性的事实核查机构PolitiFact与Check Your Fact，对其事实核查新闻进行内容分析和量化统计，通过对比分析事实核查新闻的客观性和中立性。通过研究，本文得出以下结论：一、西方事实核查新闻具有选择性和政治偏向；二、欧美国家的事实核查由西方主流媒体主导，存在政治倾向性，难以获得公众信任；三、部分发展中国家的事实核查机制在西方国家基金会的主导下建立，是新形势下西方媒介霸权的体现；四、利用人工智能技术的自动事实核查有独特的优越性，但目前技术仍处于起步阶段，并且受到西方主流媒体的深刻影响。五、国际事实核查网络（IFCN）、First Draft等全球事实核查机构联盟的出现预示着事实核查领域已经开始出现行业标准和话语权垄断。我国目前的虚假新闻治理需要建立成熟的事实核查制度。在总结西方发达国家和一些发展中国家经验的基础上，本研究提出这样几个建议：一是政府部门主导建立事实核查机制，二是事实核查须坚持群众路线，三是加快自动事实核查技术的研发，四是夯实主流媒体和政府的公信力。

In recent years, fake news has spread in social media and the credibility of the western mainstream media is decreasing. In the Post-truth Era, fact-checking news has emerged around the world. This paper studies the fact-checking mechanism of foreign countries and provides policy recommendations for China to establish a long-term and effective fact-checking mechanism.This paper conducts specific research on 156 active fact-checking agencies around the world through literature research and case study to analyze the fact-checking mechanisms of western developed countries along with developing countries. This paper also selects fact-checking news of two American fact-checking agencies PolitiFact and Check Your Fact as the research object. The content analysis method is used to analyze the subjectivity of the two agencies during fact-checking. This paper draws the following conclusions:1) Fact-checking news has selectivity and political bias; 2) Fact-checking news in western developed countries is dominated by the mainstream media and it is difficult to obtain public trust; 3) The fact-checking agencies in many developing countries are established under the leadership of western foundations, which is a manifestation of western media hegemony; 4) Automatic fact-checking using AI technology has unique advantages. However, current technology is not mature and has been profoundly affected by western mainstream media; 5) The emergence of global fact-checking alliances, such as IFCN and First Draft, indicates the appearance of industry standards and discourse monopolies.Based on the study of global fact-checking mechanism, this study puts forward several suggestions for China to establish fact-checking mechanism: First, the fact-checking mechanism should be under the leadership of the government; Second, the fact-checking mechanism should be under the mass line; Third, it is necessary to accelerate the development of automatic fact-checking technology; Fourth, it is fundamental to strengthen the credibility of the government and mainstream media.
