智慧城市是城市未来发展的方向，核心内涵是以人为本，运用信息化技术提升城市服务水平，满足人们城市生活需求。在智慧城市建设过程中，协同整合是重要方式，政府起着重要的主导作用。本文以智慧城市建设中的政府部门作为研究对象，运用协同治理有关理论分析框架，从结构和运作两个层面分析政府跨部门协同对L市智慧城市建设的影响作用，并运用问卷调查的方式从分工、协作、制衡和技术、制度、文化六个方面对政府跨部门协同的影响因素进行研究。L市智慧城市建设的案例表明政府跨部门协同能够有效推动智慧城市建设，实现政府信息资源共享、业务流程再造和服务融合。多部门协同对于提高政府的整体管理绩效有显著效果，通过整合各部门分散的资源，归并重复投资，减少智慧城市建设成本。改变了原有碎片化公共服务的提供模式，政府公共服务水平和质量都取得明显成效，提高政府的“智慧化”水平。研究发现，智慧城市建设中政府跨部门协同的影响因素是多方面的。结构性因素影响部门间的协同关系，分工是跨部门协同的首要条件，良好的分工关系有利于消除部门冲突。协作是跨部门协同的基础，协作关系决定着不同部门一起共同完成任务的可能性。制衡是跨部门协同的约束性要素，部门间的制衡关系减少了不合作行为的发生。运作性要素对部门协同行为产生影响。制度的制定目的是为了对协同行为规范化，使之成为各参与部门共同认可的行为准则，制度执行情况直接影响着制度的效果。技术的运用能有效提高了跨部门协同效率，新一代信息技术带来了政府行政手段的改变，管理技术对部门内部管理产生作用。文化对协同关系和协同行为的影响是潜在的，需要通过领导者对部门文化的持续关注和建设，发挥其正向的作用。研究还发现纵向协同对横向协同也产生影响作用，并且在官僚体制下纵向等级的影响改变难度较大。因此跨部门协同需要各层级部门共同作用，发挥好各影响因素的积极作用，减少消极作用，提高跨部门协同水平，从而推进智慧城市的建设。研究还发现，智慧城市建设与政府跨部门协同发展互相促进。在智慧城市建设过程中建立起来的跨部门协同机制，有利于多个政府部门之间建立良好的部门间合作伙伴关系，更好地解决其它领域内的跨部门协同问题。同时智慧城市的建设带来的信息技术的发展，为政府跨部门协同水平的提升提供了新的手段。最后基于本研究得出的结论，对L市智慧城市建设政府跨部门协同优化提出了对策建议。

As the future of city’s development, smart city with which core connotation is people-oriented uses digital technologies to improve the city’s service level in order to satisfy live requirement for all the people. Under the construction of smart city, cooperative integration is an important method and government plays a leading role. This thesis will take government sectors of smart city construction as the research object and analyse influence of government departments' coordination on smart city construction in L city from two aspects of structure and operation while use the related theory of cooperative governance to analysis framework as well as conduct an study with questionnaire on six factors influent government departments' coordination as bellows: the division of labor, coordination, balance, technology, system and culture.The case of smart city construction in L city indicated that government inter departmental coordination could promote the construction of smart city and realize government information resources sharing, business process reengineering and service integration. With the obvious effect of improving the overall performance in multi sectoral cooperation of government, it will merge repeat investment and reduce the cost of smart city construction according to integrate the scattered resources. After changing the original fragmentation of public service delivery model, the level and quality of government public services have achieved remarkable results as well as the government's intelligence level have been improved. The study found that there were serious of factors could impact on the cross sectoral coordination in the construction of smart city as follows. Structural factor, which is the division of labor, affects sectoral coordination that is the primary condition of internal departmental coordination. Optimized division of labor is conducive to the elimination of departmental conflicts. Collaboration is the basis of cross sectoral collaboration which determines the possibility of different departments work together to complete a common task. Checks and balances between the different departments are the key elements of cross sectoral coordination and reduce the uncooperative behavior. Operational factors have an impact on the department's cooperative behavior. The purpose of the establishment of the system is to standardize the cooperative behavior and make it become a common recognition of the participating department. The implementation of the system directly affects the effectiveness. The using of technology can effectively improve the efficiency of cross sectoral collaboration. A new generation of information technology has brought changes in the government's administrative methods. Management technology has effect on internal management. The influence of culture on cooperative relationship and behavior is potential, which requires leader to pay sustainable attention and construction on the department culture in order to make it plays a positive role. The study also found that the vertical collaboration has an impact on the horizontal coordination and the impact of the vertical level changes in the bureaucratic system is difficult. Therefore, cross sectoral collaboration requires the cooperation between various levels of the department sectors in order to play a positive role in all kinds of influencing factors, reduce the negative effect, and improve the coordination’s level of cross sectors so as to promote the construction of smart city.Another consequence in the study shows that the construction of smart city and the development of cross sectoral collaboration in government could improve each other. In the process of building a smart city, the cross sectoral coordination mechanism is conducive to the establishment of a good relationship for cooperation between several of government sectors to better solve the problem of cross sectoral collaboration in other areas. At the same time, the development of information technology brought the construction of smart city a new means for the government to enhance the level of cross sectoral collaboration.Finally, this thesis will advise on countermeasures for the improvement of the cross sectoral coordination in L city based on those consequences in the study.
