乡村治理是国家治理体系的重要组成部分，乡村建设是国家治理的重要内容。十八大之后党中央提出，要建设“美丽中国”，并把建设美丽乡村作为实现“美丽中国”的重要突破口。 “美丽广西”乡村建设重大活动是“美丽中国”的生动实践。研究“美丽广西”乡村建设中的民众参与，为透视中国特色乡村自主治理提供了一个上佳案例，有助于深化中国语境下的自主治理理论，因而具有重要的实践和理论价值。论文以“美丽广西”乡村建设实践为案例，重点探索“美丽广西”乡村建设中的民众参与问题，围绕以下两个问题开展研究：目前阻碍民众参与乡村公共事务治理的原因有哪些？如何让民众在乡村公共事务治理中更好地发挥作用？论文对广西4个地市的村民和村干部进行了问卷调查和访谈，揭示了“美丽广西”清洁乡村民众参与情况和效果。运用调查数据，以民众参与情况作为因变量，进行计量回归分析，揭示了民众参与的相关影响因素。结果发现：村民的性别、文化程度、村民在家务农比对民众参与有显著的负向影响；村民的收入认知对民众参与正向影响显著；村民的年龄、收入水平对民众参与正向影响不显著。论文对照奥斯特罗姆的自主治理八项原则进行理论分析，进一步揭示了“美丽广西”乡村建设民众参与的特征以及存在的问题。“美丽广西”中民众参与的主要特征有四个：民众被动参与；政府组织下不同层级民众的有序参与；注重民众参与的规划设计；初步建立了民众参与的长效机制。存在的问题主要是：政府强主导；群众弱参与；村民自组织的作用发挥有待加强；参与机制的持续性不能得到有效保证；政府在民众参与中的冲突解决机制方面的制度欠缺等。基于上述研究，论文对促进民众参与“美丽广西”乡村建设提出了对策建议。在民众参与方面，建议继续提高群众对这项活动的认识、用公共服务的便利性去激励村民参与意愿、重视环境保护教育、提高各级党政领导干部的认知度。在民众参与的方式和内容方面，建议通过自组织的平台参与、让群众全程监督和评判、扩大公众参与的知情权。在民众参与机制建设方面，建议让原有的机制生根发芽、探索约束机制的创新、解决公众参与的动力机制。本论文研究丰富了全国美丽乡村建设的实证研究，有关结论和建议对正在开展的全国美丽乡村建设活动具有一定参考价值。

A study of participation of "beautiful Guangxi" construction of rural people, can provide an excellent case for the perspective of Chinese rural self governance, also helps to understand the connotation of self governance theory in the context of Chinese, has important practical and theoretical value.Based on this, this paper will take "the practice of beautiful Guangxi rural construction as an example, focus on" participation in the construction of the beautiful Guangxi rural people, in-depth study of two problems: the current causes hindering the people to participate in the rural public affairs governance? How to make people play a better role in the governance of rural public affairs?The study mainly through the Guangxi 4 city some villagers and village cadres "beautiful Guangxi" clean rural areas to carry out empirical analysis on the basis of research, focusing on the public participation in the situation and effect. Then the research reflected the people involved in the case of two yuan regression analysis, focusing on analysis of what factors have an impact on the public participation. Analysis: gender, culture degree of villagers' public participation in significant negative impact; the village labor force outflow, the income of the villagers were on public participation positively affect cognition; villagers in farming on public participation in significant negative impact; villagers age, income level of public participation is not significant.At the same time, according to the eight principles of Ostrom's self governance, the characteristics and problems of the public participation in the construction of "beautiful Guangxi" rural areas were found. Main features of "beautiful Guangxi" in the public participation in the four people: passive participation; government organizations under different levels of public participation; focus on the planning and design of public participation; to establish a long-term mechanism of public participation. The main problems are: government leading masses; weak participation; villagers' self organizations play a role to be strengthened; persistent problems involved in the mechanism can not be fundamentally solved; the government in public participation in the conflict settlement provisions of the introduction of the mechanism is still lacking.Finally, combined with the investigation and analysis of the situation, respectively, from the people to participate in the "beautiful Guangxi" rural construction will, methods, content and mechanism, and other aspects of the proposed targeted recommendations. In the public participation, put forward to raise public awareness of this activity with the convenience of public services to encourage villagers participation, attach importance to environmental education, raise awareness of leading cadres at all levels of the four suggestions. In the way of public participation and content, put forward through the platform to participate in the organization, so that the whole process of supervision and evaluation, to expand public participation in the three aspects of the right to know and so on. In the construction of public participation mechanism, it puts forward three suggestions: to make the existing mechanism take root and sprout, to explore the innovation of mechanism and to solve the dynamic mechanism of public participation.Through examples and theoretical analysis above, this is a very good answer to the two questions before the construction of the basic ideas and operation mode of public participation in the beautiful Guangxi rural construction, which can fill and enrich the national beautiful countryside construction related theory and related research gaps, and provide the reference for being to carry out the national construction of the beautiful countryside activities.
