科技发展水平的高低是衡量一国综合国力强弱的一个重要指标,各国纷纷通过政策支持本国科技发展。我国通过出台各项科技政策,逐步建立了具有中国特色的科技政策体系。 本文旨在通过构建政策关联网络的方法对我国科技政策体系进行量化实证研究,收录了1978-2013年我国中央政府颁布的6768件科技政策文献,参照科学文献的引用关系,从政策文献的特殊引用机理出发,抽取出6768条科技政策文献的2794对引用链接,构建了我国1978-2013年6768件科技政策的政策关联网络,从而对我国自改革开放以来形成的中央政府科技政策体系的全貌进行了总体性的呈现。通过对我国科技体系总体架构进行剖析,发现了政策体系中的核心政策和超级政策,量化研究了代表我国科技政策体系的政策关联网络的相关参数及评定指标。从我国科技政策总体系之中分别抽取以高被关联政策为核心的政策子体系进行单独分析,发现了我国科技政策子体系中存在的四种典型结构,并定量论述了各自的特征和判定指标。本文还分析了我国科技政策体系的变迁,通过构建政策关联网络将不同时期政策体系的架构予以呈现,总结了不同时期的特征和重点,定量说明了不同时间区间的政策体系的关联指标。 通过量化政策分析的方法,不仅发现了不同的政策关联模式及其评定指标,还揭示了隐藏在貌似杂乱无章的政策之间的隐性引用规律,呈现出时间维度下原有质性研究难以觉察的政策演变轨迹和嬗变模式。本研究将关注点和着力点聚焦在我国科技政策体系的结构分析和变迁分析上,研究总体上以描述性研究为主,解释性研究为辅,为后续进行的我国科技政策体系相关的深入研究,如政策聚类、学习、传导、扩散机制的研究,以及解释政策之间复杂的逻辑关系和价值规律,提供了不可或缺的实证研究数据和解释依据。
Technology development is one of the most important indicators to measure a nation's comprehensive national strength. Many countries have introduced technology policy to promote the development of its science and technology. Since the founding of Peoples’ Republic of China, a great many science and technology policies have been introduced, and a Science and Technology Policy system with Chinese characteristics has been established gradually.In order to study the Science and Technology Policy system of China quantitatively and empirically, this paper established the method of Policy Relevance Network which included 6768 Science and Technology Policy documents issued by China's central government from 1978 to 2013.Referring to Science Citation Relationships, a policy document citation relationships was defined, and 2794 reference links of these Science and Technology Policy Documents were found. Thus the network was established to depict the Science and Technology Policy System of China since its reform and opening policies. Through analyzing of the overall structure of the system, the core policies and super policy were discovered, and the index of their Policy Relevance Networks were studied quantitatively. Policy sub-system of separate core policies were extracted from the total system of Science and Technology Policy and studied. As a result, 4 typical structure of sub-systems of China's Science and Technology Policy in the presence were discovered, and the index studied. This paper also studied the evolution of Science and Technology Policy system of China. By establishing the Policy Relevance Networks in different periods, the evolution of the Science and Technology Policy System were depicted vividly. The characteristics and focuses of different periods were summarized, and the index studied quantitatively.Through the quantitative analysis of the policies, not only different patterns of policy relevance and their assessment Index were discovered, but also the hidden references among seemingly haphazard policies were disclosed, showing the imperceptible policy evolution tracks in time dimension which was impossible in original qualitative research. This study was mainly based on descriptive research and supplemented with interpretive research, and provided an indispensable empirical research data and research basis for further research (such as the mechanism of policy clustering, learning, conducting and diffusing) of Science and Technology Policy system of China.
