Of heritage values, the construction, identification and assessment have long been an important area of research into natural and cultural heritage. Along with the development of research and economy, as well as people’s conceptual and behavioural changes, heritage value research has shifted from its early focus on functionality to the adoption of multiple approaches and perspectives. In particular, some achievements have been made in the research into the dynamics of values to explore their changes and developments. However, in terms of methodology, theory and practice, little has been reported in regard to the use of historical perspective, that is, the use of historical timelines as a variable, to systematically investigate the dynamic characteristics and evolutionary models of heritage value change, Consequently, research relating to dynamic heritage protection is also limited. In view of the above mentioned research gaps, the current research first categorizes and defines relevant key terminologies, and then proposes a model for assessing the evolution of heritage values, grounded in the dynamic-evolutionary view of heritage values. This model was proposed using a combination of research methodologies such as literature review, case study, analytical models and techniques for cross-disciplinary research, including comparative and empirical studies. The proposed model is then applied to the evaluation of the dynamic values of Wutai Mountain Natural and Cultural Heritage as a case study. The aim of this case analysis is to explore the effectiveness of this model in accurately assessing heritage values, and in confirming the significance and potential of heritages, in order to provide effective guidance for its protection and management. The thesis makes three major contributions to heritage value research. Firstly, it proposes and defines key concepts including initial, additional, renewable and future values and the change rate of heritage values, and analyzes the relationship between these values. This analysis leads to the conclusion that the four kinds of values do not simply replace each other in a sequential manner. On the contrary, they inter-relate and interact with one another at multiple levels. Secondly, when discussing heritage value changes, this research proposes three basic evolutionary paths, which are even, accelerated and decelerated. There also exist two special evolutionary paths, which are fluctuation and abruption. More importantly, this research identifies and examines four kinds of factors that impact the evolution of heritage values. They are facilitating factors, including religious culture, royal culture and economic growth; restrictive factors, including economic recession, change of dynasties; sensitive factors, including the impact of foreign culture, tourism development and change of production and life style; risk factors, including natural disasters, war and social reform. Thirdly, through examining its initial, additional, renewable and future values, and the impact factors for its evolutionary process, the proposed model was proven to be effective in re-assessing the heritage values of Wutai Mountain heritage. In summary, using a historical perspective, this thesis redefines key terminologies, proposes a general research framework for assessing the evolutionary values of natural and cultural heritage, and applies this model to the evaluation of Wutai Mountain’s heritage values. It is hoped that this research will contribute to the evaluation of heritage values and heritage protection both in research and in practice.
