本文研究在1933-1942年间新疆兴起的汉语新文化热潮，期望解释的问题是：五四新文化运动发生多年后，新疆的文化状况如何?在1920-1930年代国内“边疆危机”及“开发西北”热潮与新疆文化的关系怎样？盛世才在新疆所实行“新政治”为汉语新文化事业发展提供哪些政策支持和技术条件？1930年代内地新疆游记中被扭转重塑的“新新疆”形象和吸引大量人才到新疆之间有什么关系？抗战爆发与新疆文化发展的关系、契机和动力所在？如何估价新疆汉语新文化所取得的成就？ 本论文认为：在1933-1942年的10年内，新疆的汉语新文化取得了显著进步，在本地文化格局中具有主导性地位，整个新疆社会由此面貌大变、民众文化热情高涨。30年代初新疆周边帝国主义强邻觊觎、危机深重，制定“开发西北”计划，中国民间社会对边疆高度关注使得西北边疆问题得到全民性重视，边疆文化问题浮出水面，为适应新的民族国家认同的需要而建构起新的“文化同一性”，亟须对帝国时代内部的多元文化现状进行改革，外部危机为新文化在新疆发生提供了推力。盛世才标榜进步，在新疆内部实行“反帝”、“亲苏”的“六大政策”新政治，实行向少数民族开放政权、全面建设等政策，大力提倡文化教育，引进现代印刷设备和技术，为文化发展提供了政策
