选调生，属于公务员的一种近30年来，我国政府分别出台了很多关于选调生的法律规定和政策文件。但是时至今日，在实践当中，我国选调生培养法律制度的执行情况和执行效果如何？有哪些经验值得总结？有哪些规定已经过时、不再符合选调生培养的实践需要？这都是值得探讨和总结的问题。 目前很所省市在提拔年轻干部的过程中，已经突破了很多法律规定，“最年轻县长”周森锋、“29岁县长闫宁三年内四次提拔”、焦三牛“本科毕业半年被提拔为副县级”等，都在挑战着现有的年轻干部使用的相关规定。各地接二连三的突破相关的年轻干部提拔规定，这些都需要引起我们的思考和总结。实际的需求和相关的法律法规政策文件冲突了，怎么办呢？这还是一个有法可依的问题，这也就成为了我们国家未来在选调生制度完善上的重要内容。2010年寒假,我组织并参与了对重庆和甘肃定向选调生的调研，调研结果显示原有的很多规定已经出现了与实践需求脱节的地方，比如有些省份在年轻干部培养上接二连三的突破相关的年轻干部提拔规定，有些省市不按照相关规定来重视选调生的培养工作，有些选调生自身的素质和思想状况出现问题，以及选调生在学校接受到的不同培养模式等等。本文主要是根据对重庆、甘肃等地选调生的培养进行实地调研的情况，同时收集整理部分省市选调生培养相关的法律法规，对新形势下我国选调生培养法律制度情况提供定量和定性的分析。
