摘 要危险货物运输是我国铁路货物运输的重要组成部分,建立一套适合铁路危险货物运输特点的危险货物应急处理系统,对于及时、有效处理危险货物运输过程中由于行车事故或作业事故等突发事件造成的危险货物泄漏、散落、丢失等事故,是十分必要的。本论文针对如何建立危险货物应急处理系统作了如下研究:(1)在深入分析和总结铁路危险货物运输现状和国内外危险品应急处理系统发展状况的基础上,研究采用先进信息技术设计适应铁道部—铁路局—车站的现有铁路系统管理模式和覆盖危险货物专办站、铁路局以及铁道部的铁路危险货物运输应急处理系统的方案。(2)通过对危险化学品事故应急救援系统的分析,研究并提出铁路危险货物应急处理系统的总体结构和网络结构,并指出系统的信息流向,对系统总体设计和各模块的详细设计方案进行阐述。(3)按照事故应急救援过程分析铁路危险货物运输应急处理系统的工作流程,详细阐述铁路危险货物应急处理的方法、步骤和内容。
AbstractThe transportation of dangerous goods is an important part of railway business in China. An emergency processing system which is suitable for the characteristics of railway goods transportation is extremely essential. Once accident occurs, such as loss, robbing, factitious destruction, and operational accident, the emergency processing is quite inconvenient. This thesis deals with the aspects on how to establish such an emergency processing system. (1)Via thorough analysis and the summary of the development and present situation of railway dangerous goods transportation, for both domestic and foreign countries, proposals are put forward that the emergency processing system should adapt to the current management style of the Ministry of Railway—Bureau—Station System. The emergency processing system should be in control of the Bureau, and consists of the transferring stations of the dangerous goods. With the help of information network, an integrated emergency processing system could be established in the range of the whole national railway system.(2) Via analysis of the emergency recovery system for dangerous chemical goods accident, the overall structure and the network architecture are proposed to form a railway dangerous goods emergency processing system. Also, the system information flows have been pointed out. Then, the overall design of the system and detailed design of various modules has been defined.(3)The business process of the emergency processing system has been analyzed for railway dangerous goods transportation, according to the accident emergency recovery procedures. The detail steps and tasks are also elaborated for emergency processing of the railway dangerous goods.
